President Donald Trump unveiled his “AI Action Plan” on Wednesday, a bold strategy to cement U.S. leadership in artificial intelligence by slashing regulations and boosting infrastructure. Co-hosted by the Hill and Valley Forum and the “All-In” podcast, featuring Trump’s AI czar David Sacks, the plan reflects heavy influence from Silicon Valley investors who backed Trump’s 2024 campaign.
The plan, following Trump’s January 20, 2025, executive order revoking Biden-era AI guardrails, prioritizes rapid innovation. It includes three executive orders to streamline data center permits, promote U.S. AI exports, and ensure AI systems are free of “ideological bias.” Trump aims to counter perceived liberal biases in models like ChatGPT, insisting government-contracted AI must align with “American values” and protect free speech, though these values remain undefined.
To fuel AI’s energy demands, the plan eases environmental regulations, criticizing “radical climate dogma,” and supports fossil fuel expansion, despite UN calls for renewable-powered data centers by 2030. It also proposes withholding federal funds from states with “burdensome” AI regulations, a move critics argue undermines local oversight.

Tech giants like OpenAI, Amazon, and Microsoft, already building massive data centers like the Oracle-backed Stargate project in Texas, stand to benefit. However, over 100 groups, including the AI Now Institute, have pushed back with a “People’s AI Action Plan,” demanding protections for jobs, privacy, and the environment. Critics like Amba Kak argue the plan prioritizes Big Tech over public welfare, warning of a “massive handout” to industry.
Trump’s vision, shaped by tech allies like Sacks and Marc Andreessen, frames AI as critical for economic and national security, urging minimal regulation to outpace China. Yet, the debate rages over balancing innovation with accountability.
