India’s wind energy sector is sounding the alarm over a new government push for rapid localisation of key wind turbine components, warning it could derail the country’s clean energy ambitions. Industry leaders are urging the Ministry of New and Renewable Energy (MNRE) to adopt a phased, strategic approach to indigenisation to avoid crippling supply chain bottlenecks and skyrocketing costs. With India’s wind capacity already at an impressive 51.5 GW, the stakes are high to keep the momentum going toward the 100 GW target by 2030.
A recent MNRE draft amendment mandates that critical components like blades, towers, gearboxes, and generators be manufactured locally for turbines to be included in the Revised List of Models and Manufacturers (RLMM). While the intent is to boost domestic manufacturing, industry voices argue that rushing this process could backfire. V Sriniwas Reddy, Executive Director of Synergy Green Industries, emphasized the need for a balanced strategy. “Precision parts like gearboxes require massive investment, tech partnerships, and skilled talent. India can become the world’s third-largest wind market, but only with quality manufacturing and global integration, not blanket mandates,” he said.
Francis Jayasury, Director-India at the Global Wind Energy Council (GWEC), echoed this call for “smart localisation.” He urged the government to leverage India’s 18 GW annual manufacturing capacity while partnering globally for specialized technologies. “Not every component needs to be made locally. Forced isolation risks stalling progress,” Jayasury warned.

To ensure success, the industry is pushing for clear Harmonised System (HS) code classifications, Bureau of Indian Standards (BIS) certifications for structural components, and export-linked incentives to attract investment. With the right policies, India’s wind sector could not only meet domestic demand but also emerge as a global export hub, driving jobs and green growth.
