Prime Minister Narendra Modi defended the ongoing Special Intensive Revision (SIR) of electoral rolls during a public rally in Guwahati on December 20, 2025, stating that the exercise is designed to ensure fair elections by excluding infiltrators from the voting process. Speaking after inaugurating the new Terminal 2 building at Lokapriya Gopinath Bardoloi International Airport—Northeast India's largest facility with a capacity for over 13 million passengers annually—Modi accused the Congress party of opposing the revision to protect illegal immigrants for vote-bank politics.
Modi launched a sharp critique of previous Congress-led governments, alleging they neglected the Northeast's development due to policy paralysis and a lack of political will, allowing large-scale illegal infiltration that altered Assam's demography, encroached on forests and lands, and threatened national security and the state's identity. He contrasted this with the current BJP government's efforts under Chief Minister Himanta Biswa Sarma to identify and expel infiltrators and reclaim resources, emphasising that the Modi administration is correcting decades of Congress mistakes.
The Prime Minister highlighted Assam's progress, noting it leads in implementing the Bharatiya Nyaya Sanhita and has eliminated the era of "parchi and kharchi" (influence peddling) for government jobs, enabling thousands of youths to secure employment transparently. He praised the shift from violence-affected districts to aspirational development hubs, underscoring the airport's role as a gateway for commerce, tourism, and integration with the Act East Policy.

Modi's remarks come amid Assam's special revision of voter rolls—distinct from SIR in other states due to its National Register of Citizens (NRC) history and pending citizenship cases—with draft rolls published recently and final ones due in February 2026 ahead of assembly polls. The event, followed by a 3.8-km roadshow, reflects heightened political activity as the BJP eyes strengthening its position in the region.
