Delhi’s Anand Vihar and Sarai Kale Khan inter-state bus terminals (ISBTs) are poised for a dramatic transformation into modern, multi-modal transport hubs with airport-like amenities, officials announced. The ambitious project, guided by the Delhi government’s Transit Oriented Development (TOD) policy, aims to integrate advanced architecture, seamless transit connectivity, and vibrant commercial, residential, and green spaces.
The redevelopment, executed through a public-private partnership (PPP) model, involves no capital investment from the government. Instead, funding will come from land-value capture via real estate and commercial development. The Delhi Metro Rail Corporation (DMRC) serves as the project-management consultant, with Ernst & Young (EY) as the transaction advisor to onboard private partners.
Key features include elevated concourses linking ISBTs, RRTS (Namo Bharat trains), and metro stations, vehicle-free pedestrian zones, modern lounges, and vertically stacked departure areas. Anand Vihar will see its bus bays increase from 164 to 254, with passenger capacity nearly doubling from 64,000 to 1.17 lakh daily by 2053. Sarai Kale Khan’s bus bays will rise from 64 to 134, with passenger footfall surging from 10,000 to over a lakh.

Passenger facilities will expand significantly, with Anand Vihar’s growing tenfold from 1,220 sq.m to 12,214 sq.m, and Sarai Kale Khan’s from 1,461 sq.m to 17,410 sq.m. The 32-acre Sarai Kale Khan site is being developed in coordination with DDA, DTIDC, NCRTC, MCD, and DUSIB, utilizing increased Floor Area Ratios of up to 5 at Anand Vihar and 4.5 at Sarai Kale Khan.
The blueprint also includes residential zones away from the hubs, socio-cultural areas, green spaces covering 20% of the area, a viewing deck, and a public plaza. Plans for a similar overhaul at Kashmere Gate ISBT are also in the pipeline, promising a new era of urban mobility for Delhi.
