The Delhi Cabinet, chaired by Chief Minister Rekha Gupta, on Friday approved the “Delhi Private Universities Bill, 2026”, aimed at creating a legal framework for establishing private universities in the national capital. The move is expected to encourage investment in higher education, strengthen industry collaboration and expand opportunities for students.

An official said the Bill is likely to be introduced in the Delhi Assembly during the ongoing Monsoon Session. While several other states already have laws regulating private universities, Delhi is now moving towards creating its own statutory framework to facilitate the establishment of private higher education institutions.

Currently, private universities in Delhi operate mainly as deemed universities or private colleges affiliated with Guru Gobind Singh Indraprastha University. The proposed legislation is expected to provide greater flexibility and opportunities for self-financing colleges, including institutions that have already received autonomous status.

The Delhi government believes the Bill will help improve the higher education ecosystem by encouraging innovation, industry partnerships and new academic programmes. Officials said the framework could allow institutions greater freedom in designing curricula and developing courses aligned with changing educational and employment requirements.

The Cabinet’s decision came on the opening day of the Delhi Assembly’s Monsoon Session, which began on Friday. The session’s agenda includes the presentation of two reports of the Comptroller and Auditor General of India (CAG) and a notification related to the Delhi Electricity Regulatory Commission.

The Assembly’s Business Advisory Committee has also scheduled the introduction of three other Bills during the session, including legislation related to time-bound delivery of public services, the Delhi Urban Shelter Improvement Board and bed-and-breakfast establishments. Speaker Vijender Gupta directed government departments to submit Action Taken Notes on Public Accounts Committee observations related to previous CAG reports within a specified timeframe.
