In the shadow of the devastating Karur stampede that claimed 41 lives on September 27, Tamilaga Vetri Kazhagam president and superstar Vijay is set to address his first public meeting in over two months on December 9 at Puducherry’s Uppalam Expo Ground, but only under the most stringent safety protocol ever imposed on any political leader in the Union Territory.
Puducherry police, determined to prevent another catastrophe, have limited attendance to a mere 5,000 and made entry possible solely through pre-issued QR-code passes distributed exclusively by TVK, effectively turning the venue into a tightly controlled zone where even party sympathisers without digital passes will be turned away at multiple checkpoints.
Authorities have outright rejected any roadshow or procession, allowing only a static two-hour address between 10 am and 12 pm, with Vijay speaking from the top of a specially positioned van. In an unprecedented move, residents of neighbouring Tamil Nadu districts have been formally prohibited from crossing into Puducherry for the event, while children, pregnant women, elderly citizens, parents with infants, and differently-abled individuals have been explicitly requested not to attend.

To eliminate every possible risk, supporters have been warned against following Vijay’s convoy, all vehicles must be parked kilometres away at designated zones like Puducherry Marina and the old port area, and organisers have been ordered to deploy multiple ambulances, fire engines, rapid-response medical teams, drinking water points, separate entry-exit enclosures, and constant police surveillance throughout the venue.
After suspending all public activities for 73 days following the Karur tragedy that shook Tamil Nadu, Vijay’s heavily restricted Puducherry appearance marks a cautious political re-entry, balancing his massive star power against the grim reality that unchecked crowds can no longer be part of his campaign strategy.
