The Goa government, led by Chief Minister Pramod Sawant, has unveiled the ambitious Goa AI Mission 2027, a transformative initiative to position the state as South Asia’s premier AI hub, moving beyond its beachside allure to a tech-driven future.
Announced in a recent stakeholder meeting with IT Minister Rohan Khaunte, the mission aligns with Prime Minister Narendra Modi’s India AI Mission, aiming to foster an inclusive AI ecosystem. “We’re creating a future-ready Goa through AI-driven governance, education, and innovation,” said Kabir Shirgaonkar, Director of the Department of Information Technology, Electronics and Communications (DITE&C).
The mission focuses on four pillars: skilling, startups, capital, and infrastructure. Key initiatives include establishing a Goa AI Advisory Council for strategic oversight, drafting a Goa AI Policy for ethical AI adoption, and integrating AI education in schools and colleges. A flagship Goa AI Lab will serve as a hub for startups and researchers, while a Konkani Large Language Model (LLM) will preserve Goa’s cultural heritage.

Shirgaonkar emphasized the role of Graphic Processing Units (GPUs) to boost compute capacity and the government’s commitment to preparing datasets for AI applications. “Ethical AI use is a priority,” he added.
Amarsh Chaturvedi of Neural Private Ltd praised the mission as a pioneering effort, noting its focus on skilling Goans as AI creators, not just users. Milind Prabhu of Genora Infotech called it a “game-changer” for Goa’s innovation landscape. With 350 IT companies already in the state, the mission aims to drive economic growth and job creation by 2027.
