The Election Commission of India (ECI) is set to announce the schedule for the first phase of a nationwide Special Intensive Revision (SIR) of electoral rolls this month, with the process slated to begin in November 2025. Following a two-day Conference of Chief Electoral Officers (CEOs) at the India International Institute for Democracy and Electoral Management (IIIDEM) in New Delhi, Chief Election Commissioner Gyanesh Kumar, alongside Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, will finalize the timeline, likely on Monday, October 27, 2025.
The conference, attended by CEOs from all states and Union Territories, focused on ensuring readiness for the SIR, which aims to create cleaner and more accurate voter lists by reducing errors and duplications. The ECI has directed states to pre-match current and previous electoral rolls to streamline voter verification, drawing on Bihar’s recent four-month SIR process, which concluded on September 30, 2025. States like Delhi, West Bengal, Uttarakhand, and Kerala have already adopted Bihar’s effective elector-mapping approach, with many uploading updated SIR rolls online.
Phase 1 of the SIR will cover approximately 10 states, including Assam, Tamil Nadu, Puducherry, Kerala, and West Bengal, with the ECI holding targeted meetings to assess their preparedness. The November 1 cut-off date underscores the urgency of completing preliminary work to meet the tight timeline, a priority emphasized after reviewing data from a September 10, 2025, SIR preparedness meeting.
