The Rajasthan government has constituted a high-level committee to investigate an alleged assault involving a BJP MLA and a Scheduled Caste (SC) engineer, amid rising political and administrative concerns over the incident. The decision was taken by the government led by Chief Minister Bhajan Lal Sharma following reports of a confrontation between Jaideep Bihani and officials associated with the Rajasthan Urban Infrastructure Development Project (RUIDP). The panel, headed by senior IAS officer Ravi Jain, Secretary of the Urban Development and Housing Department, has been tasked with conducting a detailed fact-finding inquiry.
According to officials, the committee has already reached Sri Ganganagar and is expected to examine the sequence of events by interacting with all parties involved. The probe will include site inspections, recording eyewitness accounts, and reviewing conflicting claims made by both the MLA and the engineer, identified as Jaganlal Bairwa.
The controversy stems from an incident during a public hearing, where a dispute reportedly escalated into a physical altercation. The MLA alleged that he was assaulted by the engineer and others during discussions over disruptions in a major water supply project, while the officials have levelled counter-allegations, claiming they were attacked first.

Police have already arrested three individuals, including the assistant engineer and two project staff members, in connection with the case. However, the situation has remained contentious, with engineers’ associations and political leaders demanding an impartial probe. The matter has gained additional sensitivity due to the caste dimension, as the engineer belongs to the Scheduled Caste community, raising the possibility of legal action under the SC/ST (Prevention of Atrocities) Act.
The state government’s move to form a high-level committee is being seen as an effort to address the seriousness of the issue and prevent further escalation. The panel is expected to submit its report to the Chief Minister, based on which further legal and administrative action will be determined. As political reactions intensify, the outcome of the inquiry will be closely watched for its implications on governance and social dynamics in the state.
