The Haryana government has approved the establishment of a dedicated Revenue Training Academy in Umri village of Kurukshetra district, marking a significant step toward modernising the state’s revenue administration and strengthening the professional capabilities of its officials. The project has been approved by Chief Minister Nayab Singh Saini and is expected to be developed at an estimated cost of around ₹100 crore.
The proposed academy will be constructed on approximately 14 acres of land and is envisioned as the state’s premier training institution for revenue officers and field-level functionaries. The initiative forms part of the Haryana Budget 2026–27 announcements and is aimed at enhancing institutional capacity in key areas such as land administration, disaster management, and citizen service delivery.
According to Sumita Misra, Financial Commissioner (Revenue), the academy will serve as a centre for professional training and skill development for revenue officials across the state. She said the institution would equip officers with the knowledge and tools required to address evolving administrative challenges while improving efficiency, transparency, and responsiveness in governance.

The site at Umri was selected following a detailed assessment conducted by the Revenue and Disaster Management Department. Officials cited its strategic location along National Highway 44 as a major advantage, providing connectivity across Haryana and neighbouring states. The proposed campus is also situated close to the district’s Mini Secretariat and tehsil complex, ensuring easy access to key government offices and administrative infrastructure.
The academy will focus on training revenue officers, patwaris, kanungos, and other field-level personnel in areas including digitisation of land records, revenue laws, land acquisition procedures, dispute resolution mechanisms, disaster management, and emerging public administration practices. The curriculum is expected to incorporate modern governance techniques and technology-driven solutions to improve service delivery.
Officials believe the institution will emerge as a centre of excellence for revenue administration in Haryana. By providing specialised and continuous training, the academy is expected to strengthen the functioning of the Revenue Department, which plays a crucial role in land governance, revenue collection, disaster response, and the delivery of essential public services across the state.
