The Lok Sabha is poised to resume normal operations from Monday, July 28, 2025, following a consensus reached in an all-party meeting chaired by Speaker Om Birla on July 25. The agreement aims to end a week-long deadlock triggered by opposition protests over the Election Commission’s Special Intensive Revision (SIR) of electoral rolls in Bihar ahead of the state’s Assembly elections.
The Monsoon Session, which began on July 21, has faced repeated disruptions, with the Lok Sabha adjourned for the fifth consecutive day on Friday morning after opposition MPs protested during Question Hour. Speaker Birla expressed frustration at the ongoing sloganeering and placard displays, urging members to resolve issues through dialogue rather than chaos. Only one question was addressed before the House was adjourned until 2 pm.
Opposition MPs, led by the INDIA bloc, have been vocal about the SIR process, alleging it risks disenfranchising marginalized voters. Congress President Mallikarjun Kharge, Leader of Opposition Rahul Gandhi, and leaders from DMK, RJD, TMC, JMM, Samajwadi Party, and Left parties staged a symbolic protest at the Parliament complex, tearing placards marked ‘SIR’ and discarding them in a ‘disposal bin.’

Despite the tensions, the House paused to honor the soldiers of the 1999 Kargil conflict with a moment of silence ahead of Kargil Vijay Diwas on July 26. The all-party consensus, which includes a planned 16-hour discussion on Operation Sindoor starting Monday, signals a commitment to restore parliamentary decorum and address key issues, including the Bihar SIR controversy, through structured debate.
