Uttar Pradesh Chief Minister Yogi Adityanath on Tuesday declared that the “New Uttar Pradesh” has zero tolerance for crime, stating that any criminal committing loot or snatching is apprehended so swiftly that “within a few hours he is seen limping in jail.” Speaking after inaugurating a Rs 72.78-crore, six-storey Regional Forensic Science Laboratory (RFSL) in Gorakhpur, Adityanath contrasted the current scenario with the pre-2017 period when, he said, “criminals roamed freely while victims wandered helplessly.”
The new Gorakhpur RFSL is equipped to conduct advanced examinations in ballistics, narcotics, serology, cyber forensics, DNA profiling, and document analysis. Adityanath said forensic infrastructure in the state has expanded from just four laboratories before 2017 to 12 operational units today, with six more under construction and a commitment that every police commissionerate will soon have its own dedicated facility.
He highlighted the deployment of two mobile forensic vans in each district and stressed that forensic investigation is now mandatory for offences punishable by seven years or more under the new criminal laws implemented in July 2025. The Chief Minister claimed these measures have drastically reduced case pendency and ensured “no criminal escapes justice due to lack of evidence.”

Adityanath also celebrated the rollout of the commissionerate policing system in seven major cities since 2020, the installation of over 13 lakh CCTV cameras statewide, and the creation of three women’s Provincial Armed Constabulary (PAC) battalions named after historical heroines. He linked the improved law-and-order situation to women’s workforce participation rising from below 13 per cent in 2017 to over 35 per cent today.
The Chief Minister reiterated that Uttar Pradesh has shed its earlier image of insecurity and is now an investment-friendly state, attributing the transformation to the BJP government’s aggressive crackdown on organised crime and mafia elements. Critics, however, continue to raise concerns about alleged extrajudicial encounters and custodial violence under the “zero-tolerance” policy.
With the new forensic facility and ongoing police modernisation, Adityanath asserted that scientific investigation has become the backbone of “swift, transparent, and foolproof” justice delivery in India’s most populous state, sending a clear message that crime no longer pays in the “New Uttar Pradesh”.
