Bihar Chief Minister Nitish Kumar has finalized the allocation of portfolios for the state’s newly created departments, retaining the Civil Aviation Department under his own charge. The allocations follow the cabinet’s approval on December 9 to establish three new departments and rename three existing ones.
The three newly created departments are Youth, Employment and Skill Development, Higher Education, and Civil Aviation. The CM assigned the Youth, Employment and Skill Development portfolio to Sanjay Singh ‘Tiger’, who also holds the Labour Resources and Migrant Workers Welfare Department.
State Education Minister Sunil Kumar has been given charge of the newly created Higher Education Department. The CM emphasized that the department aims to improve learning quality, promote research and innovation, and ensure youth from all sections of society access employment-oriented education.

The renamed departments include the Dairy, Fisheries and Animal Resources Department (formerly Animal and Fisheries Resource), Labour Resources and Migrant Workers Welfare Department, and Art and Culture Department. These changes are part of efforts to streamline governance and strengthen sectoral focus.
On Civil Aviation, Nitish Kumar highlighted the ongoing construction of new airports and future expansion under the UDAN scheme. He stressed that the new department would boost industrial growth, create jobs, and promote exports, reflecting the state’s growing focus on infrastructure development.
The CM has also set an ambitious target to provide employment to one crore youth over the next five years (2025–30). With these departmental changes, Bihar aims to strengthen skill development, higher education, and aviation infrastructure, signaling a broader push toward economic growth and youth empowerment.
