The Greater Chennai Corporation (GCC) has cleared nearly 120 shops from Marina Beach over the past month as part of its ongoing Blue Flag beach development programme. With Phases I and II nearing completion, civic authorities have initiated preparatory work for Phase III by marking boundaries behind the Anna Memorial, signalling that further evictions are imminent.
Officials said the redevelopment drive aims to align Marina Beach with internationally recognised Blue Flag norms, which prioritise environmental protection, safety, cleanliness, and regulated commercial activity. Shops found encroaching upon the designated Blue Flag zone will be identified and dismantled in the coming days as part of the next phase.
GCC Executive Engineer Muthaiah stated that the boundary-marking exercise is being carried out strictly in compliance with the Madras High Court’s directions. He noted that under Phases I and II, around 120 shops were relocated from the seashore, and the court has clearly ruled that commercial establishments are not permitted within the core Blue Flag beach area.

As per court orders, only 300 shops will be allowed to operate in designated zones along Marina Beach. In parallel, the GCC’s revenue department has launched a detailed survey of all 1,417 shops currently present along the beachfront. The compiled data will be submitted to the High Court before finalising shop allotments within the permissible area.
Officials said the allotment process will be implemented in four phases to ensure transparency and compliance with legal directives while accommodating eligible vendors. Once the boundary marking is completed, shops falling within the Phase III project area will be identified, and at least 50 more shops are expected to be removed in the coming days.
Phase III of the redevelopment is proposed to cover around 23 acres, although the project cost is yet to be finalised. Meanwhile, Phase II work is progressing opposite Vivekananda House at an estimated cost of ₹6 crore, while Phase I introduced amenities such as recliner chairs, children’s play areas, and selfie points. Civic officials maintain that the phased redevelopment will balance environmental conservation with public access, transforming Marina Beach into a globally recognised Blue Flag destination.
