Delhi government is set to roll out a groundbreaking 'Governance through WhatsApp' initiative, allowing residents to apply for essential documents like birth and caste certificates directly via the popular messaging app. Announced on Thursday, the move aims to make nearly 50 services across various departments accessible through a seamless, faceless process, leveraging artificial intelligence to streamline public access.
A senior official from the Information Technology Department revealed that users will interact with a bilingual AI-powered chatbot, available in Hindi and English, to apply for services, upload required documents, and pay fees—all within WhatsApp’s familiar interface. The initiative builds on Delhi’s earlier doorstep delivery model, which brought government services to citizens’ homes, but now takes convenience a step further by integrating with a platform used by millions daily.
To ensure smooth execution, the government is developing a real-time dashboard to monitor and manage departmental interactions with applicants. A tech company will be hired to design and deploy this innovative system, ensuring robust functionality and security. The move is expected to cut bureaucratic red tape, reduce processing times, and enhance accessibility for Delhi’s 20 million residents, particularly for those seeking critical documents like income, marriage, or SC/ST certificates.

The initiative reflects Delhi’s push to modernize governance, aligning with India’s broader digital transformation goals. While a launch date remains under wraps, officials hinted at a pilot phase by early 2026, with full rollout to follow. As the capital gears up for this tech-driven overhaul, residents can soon expect government services at their fingertips—literally just a chat away.
