A new Gallup poll reveals a dramatic shift in Ukrainian sentiment, with 70% now favoring immediate negotiations to end the three-year war with Russia, a stark contrast to 2022 when 75% supported fighting until victory. Conducted in early July with over 1,000 respondents aged 15 and older, the poll excludes territories under Russian control, representing about 10% of Ukraine’s population.
The survey highlights war fatigue, with only 25% of Ukrainians still advocating for continued fighting, down significantly across all regions and demographics. Russia’s relentless attacks, killing over 12,000 civilians and capturing land along the 1,000-kilometer front line, have intensified calls for peace. However, only 25% believe fighting will end within the next year, while 70% see it as unlikely.
Ukrainian President Volodymyr Zelenskyy’s recent offer to meet Russia’s Vladimir Putin was rejected, with both sides far from agreement. The poll’s release coincides with a U.S. deadline set by President Donald Trump for Russia to halt hostilities or face severe sanctions.

Approval of U.S. leadership has plummeted to 16% from 66% three years ago, reflecting tensions since Trump’s January inauguration. Meanwhile, Germany’s leadership approval has soared to 63%. Hopes for NATO membership have waned, with only 33% expecting acceptance within a decade, down from 66% in 2022. EU membership optimism also dropped, with 52% anticipating entry within ten years, compared to 73% in 2022.
