Israeli leaders, led by Prime Minister Benjamin Netanyahu, have endorsed a controversial plan initially proposed by U.S. President Donald Trump in February to relocate much of Gaza’s 2 million Palestinians to other countries. Framed as a “voluntary migration” to escape the ongoing war and hardship, the proposal has sparked global outrage, with Palestinians and human rights groups labeling it as forcible expulsion and a violation of international law.
The plan, tied to ending the 22-month conflict ignited by Hamas’ October 7, 2023, attack, includes creating a “sterile zone” in southern Gaza for evacuating civilians, with Israel controlling security and humanitarian aid distribution. Netanyahu emphasized, “Hamas will lay down its weapons, its leaders will be exiled, and we will carry out the Trump plan, which is so revolutionary: The residents of Gaza who wish to leave — will be able to leave.” Defense Minister Israel Katz has instructed the military to prepare exit routes by land, sea, and air to facilitate this migration to countries willing to accept Palestinians.
Israel has reportedly engaged in talks with African nations, many grappling with their own conflicts and famine risks, to accept Gaza’s residents. However, Palestinians like Ismail Zaydah, a Gaza City resident whose home and neighborhood were devastated, reject the plan. “This is our land, there is no other place for us to go,” Zaydah declared. “We are not surrendering. We were born here, and here we die.”

Critics argue the plan is far from voluntary, given Gaza’s dire conditions under Israel’s military campaign, which has flattened large swathes of the territory. Rights groups warn that forcing or pressuring Palestinians to leave their homeland, with no guarantee of return, could constitute a war crime. Arab nations, including Egypt, have fiercely opposed the proposal, fearing it could lead to permanent displacement reminiscent of the 1948 Nakba.
As Israel intensifies its offensive in Gaza’s remaining areas, the relocation plan’s urgency grows, with millions facing repeated displacement. Netanyahu insists it aligns with wartime laws, stating, “Give them the opportunity to leave! We are not pushing them out but allowing them to leave.” Yet, the international community, including the United Nations, has condemned the scheme, with some calling it a blueprint for crimes against humanity. The debate continues to divide, with far-right Israeli ministers advocating for reestablishing Jewish settlements in Gaza, further complicating prospects for peace.
