The Odisha Cabinet, chaired by Chief Minister Mohan Charan Majhi, on Saturday approved the 'B-MAAN' scheme, a comprehensive initiative aimed at strengthening the state's aviation infrastructure and connectivity. Unveiled as an umbrella programme for the development of aviation assets and networks, B-MAAN is designed to enhance air travel facilities, promote regional connectivity, and attract investment in the sector. The decision was announced by Chief Secretary Manoj Ahuja following the cabinet meeting held in the state capital.
Under the B-MAAN framework—short for Building and Management of Aviation Assets and Network—the government plans to focus on upgrading existing airports, developing new airstrips, and improving operational efficiency across aviation facilities in Odisha. The scheme aligns with the state's broader vision to position itself as a key aviation hub in eastern India, supporting both passenger traffic and cargo movement. It is expected to facilitate better access to remote and industrially significant areas, thereby boosting tourism, trade, and economic growth.
The approval comes at a time when Odisha is witnessing increased industrial activity and urban development, necessitating robust air connectivity. While specific financial allocations and timelines for B-MAAN were not immediately disclosed, the scheme is anticipated to involve public-private partnerships and central government collaboration under programmes like UDAN (Ude Desh ka Aam Nagrik). Existing airports such as Biju Patnaik International Airport in Bhubaneswar and upcoming greenfield projects are likely to benefit from the policy push.

This move reflects the Majhi-led BJP government's emphasis on infrastructure-led development since assuming office earlier this year. By prioritising aviation, Odisha aims to reduce dependency on road and rail for long-distance travel while creating employment opportunities in airport management, maintenance, and allied services.
