Bihar Chief Minister Nitish Kumar has announced a comprehensive new scheme designed to bring essential healthcare services directly to the residences of senior citizens throughout the state, addressing mobility challenges and ensuring timely medical support for the elderly population. This initiative, integrated into the broader 'Saat Nischay-3' development agenda, reflects a targeted effort to enhance welfare measures for vulnerable groups by eliminating the need for seniors to travel to distant hospitals or clinics.
The program encompasses a wide array of at-home medical services, including professional nursing assistance, pathology testing, routine blood pressure checks, electrocardiogram (ECG) examinations, physiotherapy sessions, and immediate response for emergency situations. The health department has received explicit directives from the Chief Minister to prioritize rapid implementation, aiming for seamless accessibility and efficient delivery across urban and rural areas alike.
In his public statement, Kumar underscored the government's longstanding philosophy of inclusive progress since taking office in November 2005, rooted in the principle of 'development with justice' and viewing all Bihar residents as one extended family deserving of dignity and care. He positioned the 'Saat Nischay-3' framework under the theme 'Sabka Samman-Jeevan Aasaan,' emphasizing respect for all and simplification of daily living, particularly for those in their later years.

To refine and expand the initiative, the Chief Minister has actively solicited feedback from the public, inviting detailed suggestions on additional supportive measures that could further alleviate hardships faced by seniors. Approved recently by the state cabinet, the Saat Nischay-3 plan spans from 2025 to 2030, building upon the achievements of two prior phases introduced since 2015, with the ambitious vision of propelling Bihar into the ranks of India's most developed states through sustained investments in welfare, infrastructure, and human development.
