External Affairs Minister S Jaishankar has called for sweeping reforms of global governance structures, including an overhaul of the United Nations Security Council, while also urging an immediate ceasefire in Gaza and stronger international action against terrorism. He made the remarks at the BRICS Foreign Ministers’ Meeting held at Bharat Mandapam in New Delhi.
The two-day ministerial gathering, taking place on May 14 and 15, marks one of the key engagements under India’s BRICS chairship and is expected to set the agenda for the upcoming BRICS Leaders’ Summit later this year. Ministers and senior representatives from the expanded BRICS grouping participated in discussions focused on global stability, economic resilience, and multilateral cooperation.
Opening his address, Jaishankar offered a stark assessment of the current international environment, describing it as a period shaped by overlapping global crises. He said conflicts, climate-related disruptions, and the COVID-19 pandemic had collectively contributed to widening vulnerabilities across economies and societies. According to him, these developments have not been isolated incidents but part of a broader convergence of challenges testing the effectiveness of existing multilateral systems.

Jaishankar further warned that the world is undergoing a deeper structural shift, with a rebalancing of global power dynamics that not all countries are prepared to accept. He argued that this transition is placing significant strain on the international order and weakening global growth prospects, particularly for developing economies. He highlighted pressures arising from energy insecurity, food and fertiliser shortages, supply chain disruptions, inflationary trends, and broader constraints on economic growth.
Against this backdrop, the External Affairs Minister reiterated India’s position on strengthening multilateral institutions, especially the United Nations, which he said must be made more representative and responsive to contemporary global realities. He stressed the urgency of reforming the UN Security Council to reflect present-day geopolitical and economic shifts.Jaishankar also used the platform to call for an immediate cessation of hostilities in Gaza, underlining the importance of restoring stability in conflict zones.
He emphasised that sustained violence not only worsens humanitarian conditions but also undermines prospects for long-term peace and regional security.The address reflects India’s broader diplomatic messaging under its BRICS presidency, which has focused on advocating for a more balanced global order, improved crisis response mechanisms, and greater inclusion of developing nations in international decision-making processes.
