The document, drafted in haste by U.S. Special Envoy Steve Witkoff and Russian Negotiator Kirill Dmitriev with minimal consultation, demands Ukraine permanently cede Crimea and large swathes of Donbas, cap its armed forces at 600,000 troops, abandon NATO membership aspirations indefinitely, and transfer the multi-billion-dollar reconstruction burden almost entirely onto Europe, while offering Moscow sweeping security guarantees and an immediate ceasefire along current frontlines.
European Leaders from Britain, Germany, France, Finland, and Canada issued a carefully worded but unmistakable rebuke, stating the proposal could only serve as “a basis requiring substantial additional work,” explicitly refusing to accept territorial concessions, military limitations, or any framework that would reward Russia’s invasion and encourage further expansionism elsewhere.
