The Board of Control for Cricket in India (BCCI) has reportedly issued a notice to Rajasthan Royals Team Manager Romi Bhinder after an alleged breach of anti-corruption protocols during an IPL match, sparking fresh discussions around strict enforcement of dugout regulations in the league.
The incident came to light after Bhinder was seen using a mobile phone while sitting in the dugout during the match between Rajasthan Royals and Royal Challengers Bengaluru. The footage quickly circulated on social media, triggering criticism and even prompting former IPL Chairman Lalit Modi to publicly call for action. Following this, the BCCI’s Anti-Corruption and Security Unit (ACSU) initiated a formal review.
According to reports, Bhinder has been served a 48-hour notice asking him to explain why he was using his phone inside the dugout. While officials confirmed that carrying communication devices is not entirely prohibited, active usage during matches is considered a potential violation of anti-corruption guidelines, which are strictly enforced to prevent any form of external influence or information leakage during games.

Officials are now reviewing the context carefully, balancing protocol compliance with Bhinder’s medical constraints. A source close to the franchise claimed that he was not engaging in calls or suspicious activity but was merely scrolling on his phone due to discomfort in moving frequently between the dugout and dressing room area.
