Prime Minister Narendra Modi on Tuesday told NDA MPs that India has entered a full-fledged “reform express” phase, where reforms are being implemented rapidly with clear intent and citizen-centric focus. The meeting marked the first gathering of all NDA MPs during the ongoing winter session of Parliament.
According to sources, PM Modi emphasized that government reforms are designed to remove everyday hurdles for citizens rather than being purely revenue-driven or economically focused. He urged MPs to actively share the problems faced by ordinary people to ensure that the benefits of reform reach every household.
A major focus of the Prime Minister’s address was on reducing bureaucratic hurdles. He expressed his desire to end the culture of lengthy 30–40 page forms and unnecessary paperwork. PM Modi stressed that services should be delivered directly at citizens’ doorsteps, eliminating the need for repeated submissions of the same data.

Parliamentary Affairs Minister Kiren Rijiju later elaborated that PM Modi underscored the NDA government’s responsibility to ensure no citizen faces hardship simply because of government rules. He clarified that regulations should serve to improve governance, not harass the public, and highlighted the success of self-certification mechanisms over the past decade.
PM Modi also reiterated the government’s dual focus on ease of life and ease of doing business, stating that both remain top priorities. He said the trust placed in citizens through self-certification initiatives has functioned effectively without misuse, enhancing transparency and efficiency across public services.
The Prime Minister also touched upon political strategy, noting that after the NDA’s success in Bihar, the focus now shifts to West Bengal elections. He compared the flow of the river Ganga from Bihar to Bengal and encouraged MPs to work towards victory in the state, praising Bihar Chief Minister Nitish Kumar as a key architect of the party’s previous success.
