Union Minister Dr. Jitendra Singh proclaimed that women, alongside youth, will spearhead India’s ambition to become a fully developed nation by 2047, aligning with Prime Minister Narendra Modi’s vision of women-led progress. Speaking at the ‘Viksit Bihar: Envisioning a Developed Bihar through Women’s Participation’ conference in Patna, Singh highlighted Bihar’s pioneering role in empowering women to drive national growth.
Jointly organized by Bihar’s Department of Rural Development and the Indian Institute of Public Administration (IIPA), the event showcased women’s contributions, with Singh launching the Jeevika E-Learning Management System app and the publication Shashakt Mahila, Samriddh Bihar. He noted that 76,000 women-led startups, many from tier-2 and tier-3 towns, are reshaping India’s entrepreneurial landscape.
Singh outlined four pillars of the Modi government’s women-centric governance: institutional inclusion, scientific empowerment, economic upliftment, and workplace reforms. For the first time, girls have been admitted to Sainik Schools and the National Defence Academy, with women now eligible for combat roles, potentially leading to India’s first female army chief. Initiatives like WISE, GATI, and CURIE are supporting women in STEM, with Patna Women’s College set to receive CURIE funding.

Economically, over 48 crore Jan Dhan accounts and 60% of Mudra Yojana loans empower women, while three crore ‘Lakhpati Didis’ via Self-Help Groups transform rural economies. Bihar’s reforms, including 50% reservation for women in panchayats and 35% in state services, have financially uplifted 30 lakh women with over Rs 5,000 crore in support. Singh urged the IIPA to create a replicable model of Bihar’s success for nationwide adoption.
