The newly formed Tamilaga Vettri Kazhagam (TVK)-led government under Chief Minister C. Joseph Vijay outlined an ambitious reform agenda during the Governor’s Address at the opening session of the 17th Tamil Nadu Assembly on Thursday. The address set the tone for the administration’s governance priorities, focusing on fiscal consolidation, State rights, education reforms, and technology-driven development.
The speech marked the first major policy articulation of the new government and carried strong political undertones. It accused the previous DMK regime of fiscal mismanagement, citing a rapidly rising debt burden and widening revenue deficit. Drawing on a recently released White Paper on State finances, the government framed its mandate as one of restoring financial stability, improving transparency, and restructuring public expenditure systems.
The address also invoked ideological themes associated with Tamil Nadu’s Dravidian political legacy while positioning TVK as a continuation of social justice-oriented governance. It drew comparisons between Chief Minister Vijay’s electoral victory and that of former actor-turned-leader M. G. Ramachandran in 1977. The government also described itself as a coalition arrangement, emphasising shared governance and the role of alliance partners in decision-making.

On Centre-State relations, the administration adopted a firm stance, reiterating demands for greater State autonomy and opposing the continuation of education under the Concurrent List. It announced plans to push for the transfer of education back to the State List, linking the issue to long-standing disputes over NEET, the National Education Policy, and the three-language formula. The government also reaffirmed Tamil Nadu’s position on inter-State water disputes, including opposition to Karnataka’s Mekedatu project and continued concerns over Cauvery water sharing.
Economically, the government outlined a dual approach balancing welfare commitments with growth-oriented reforms. It proposed setting up a Tamil Nadu Investor Promotion Commission, introducing a fully digital single-window clearance system, and attracting large-scale investments to generate employment. The address also highlighted plans to eradicate poverty, expand urban infrastructure, and fill long-pending vacancies in public institutions.
The government further stressed its focus on future-oriented development, including a dedicated push for artificial intelligence and emerging technologies. It said these initiatives would complement broader efforts to strengthen education, improve governance efficiency, and position Tamil Nadu as a leading innovation hub while addressing long-standing regional and social priorities.
