Prime Minister Narendra Modi will undertake a high-intensity four-day diplomatic mission from 15 to 18 December 2025, covering Jordan, Ethiopia, and Oman in succession, with the primary objective of consolidating India’s strategic influence in West Asia and the Horn of Africa while concluding one of the most significant trade agreements of this decade.
The pivotal segment of the tour occurs on 17–18 December in Muscat, where Prime Minister Modi and Sultan Haitham bin Tarik will formally sign the India–Oman Comprehensive Economic Partnership Agreement (CEPA) immediately following final clearance by Oman’s Shura Council. The agreement eliminates tariffs on over 80 percent of product lines, establishes preferential rules of origin, and incorporates advanced provisions on digital trade, government procurement, critical minerals, and sustainability, positioning Oman as a privileged gateway for Indian exports and investments in the Gulf region.
The tour commences in Amman on 15–16 December at the invitation of King Abdullah II bin Al Hussein, coinciding with the 75th anniversary of diplomatic relations. Discussions will encompass enhanced counterterrorism cooperation, defence industrial collaboration, long-term phosphate supply agreements for Indian fertilisers, and coordinated approaches to regional stability, including Red Sea maritime security and the evolving situation in Gaza.

Prime Minister Modi will then proceed to Addis Ababa on 16–17 December for his first bilateral visit to Ethiopia where he will hold delegation-level talks with Prime Minister Abiy Ahmed Ali. The agenda includes expansion of development credit lines, transfer of Indian digital public infrastructure solutions, agricultural technology partnerships, pharmaceutical manufacturing investments, and defence cooperation as Ethiopia consolidates peace and integrates further into continental and BRICS frameworks.
The visit concludes with the ceremonial elevation of India–Oman relations to a Comprehensive Strategic Partnership on the 70th anniversary of diplomatic ties, accompanied by the operationalisation of the CEPA, deepened collaboration at Duqm port and special economic zone, and new frameworks for energy security, space technology, and food processing, thereby reinforcing India’s strategic autonomy and leadership across the Global South.
