The Delhi High Court on Thursday fixed September 29 for hearing appeals seeking disclosure of records related to Prime Minister Narendra Modi's bachelor's degree. The matter was listed before a Division Bench comprising Chief Justice Devendra Kumar Upadhyaya and Justice Tejas Karia, which declined a request for an earlier hearing date. The appeals challenge a single-judge order that set aside a direction issued by the Central Information Commission (CIC) concerning the disclosure of records linked to Modi's educational qualifications. The case has been pending before the High Court as the parties contest whether such information should be made available under the Right to Information framework.
At the hearing, a passover was initially sought on behalf of the appellants. Solicitor General Tushar Mehta, appearing for Delhi University, told the bench that the matter could be heard on another day but requested an early date for the proceedings. The bench, however, informed the parties that the appeals would be taken up on September 29. Mehta subsequently asked whether an earlier date could be considered. The bench responded that it had checked its calendar before confirming September 29 as the date for the hearing. The exchange came as the court considered the scheduling of the appeals challenging the earlier judicial order.
The appeals have been filed by RTI activist Neeraj, Aam Aadmi Party leader Sanjay Singh and advocate Mohd Irshad. They relate to the disclosure of records concerning Modi's bachelor's degree and educational qualification. The matter has attracted attention because of the continuing legal dispute over access to the records. The case originates from a single-judge judgment delivered on August 25, 2025. In that judgment, the court set aside the CIC's order that had directed disclosure of records concerning Modi's bachelor's degree. The subsequent appeals have brought the issue before the Division Bench for consideration.

The dispute centres on the extent to which educational records concerning a public figure can be sought under the RTI Act and whether the relevant records are subject to disclosure. The proceedings before the Division Bench will provide the next opportunity for the appellants to challenge the single-judge ruling. For Delhi University, which is involved in the proceedings, the case concerns the records relating to the Prime Minister's bachelor's degree. The university has been represented in the matter by Solicitor General Tushar Mehta.
The High Court's decision to list the matter for September 29 means the appeals will now return before the Division Bench on that date. Until then, the single-judge order setting aside the CIC's disclosure direction remains the subject of challenge before the appellate court. The September 29 hearing is expected to determine how the court proceeds with the appeals and the legal questions surrounding access to Modi's educational records. The matter remains pending before the Delhi High Court.
