Jammu and Kashmir Chief Minister Omar Abdullah on Tuesday described the mention of the Pahalgam terror attack in the BRICS New Delhi Declaration 2026 as a success for India’s foreign policy. Abdullah said the reference was significant because several countries considered close to Pakistan were present at the 18th BRICS Summit in the national capital.

Responding to a question on why Pakistan was not named in the declaration, Abdullah said that issue was for the Government of India and the Ministry of External Affairs to address. He instead chose to focus on what he viewed as a positive outcome for India, particularly the explicit reference to the April 2025 terror attack in Jammu and Kashmir.

“The fact that Pahalgam itself was condemned is a big thing,” Abdullah said, pointing to the presence of several Pakistan allies at the summit. He argued that the fact that the attack was mentioned by name in the joint declaration demonstrated the effectiveness of India’s diplomatic efforts. According to him, securing such a reference despite the composition of the summit was itself an achievement.

The 18th BRICS Summit concluded with member nations unanimously adopting the 45-page New Delhi Declaration 2026, comprising 140 points. Prime Minister Narendra Modi announced the consensus, stating that no member had raised an objection to the declaration. The document included a strong condemnation of terrorism and stated that all acts of terrorism are criminal and unjustifiable, regardless of their motivation or perpetrators.

The declaration specifically condemned the April 22, 2025, terrorist attack in Jammu and Kashmir, in which 26 people were killed and several others injured. BRICS leaders called for stronger action against terrorism in all its forms, including cross-border terrorist activities, terrorist financing networks and safe havens. The declaration also backed zero tolerance for terrorism, accountability for those responsible and faster progress towards the UN Comprehensive Convention on International Terrorism.

The Pahalgam attack, which took place near the tourist resort in Jammu and Kashmir, had killed 26 people and led to a four-day military confrontation between India and Pakistan. Against this backdrop, Abdullah’s remarks placed particular emphasis on the diplomatic significance of the BRICS declaration’s reference to the attack, arguing that its inclusion represented an important outcome for India despite the absence of an explicit reference to Pakistan.
