In a transformative move to revolutionize primary education, the Odisha government has announced an ambitious plan to develop 835 state-of-the-art model primary schools across the state, with an investment of up to Rs 7 crore per school. The decision, finalized during a high-level meeting chaired by Chief Minister Mohan Charan Majhi on Monday, aims to strengthen the educational foundation of young students and align with the National Education Policy (NEP) 2020.
These institutions, named Godavarish Mishra Model Primary Schools, will serve as feeder schools for high schools, catering to students from nursery to Class 8. Each school will be established in a panchayat, with the first phase targeting 835 schools. To qualify, schools must have an enrollment of over 100 students and at least 2 acres of land, ensuring ample space for modern facilities and future expansion. The government envisions these schools as scalable models, designed for potential upgrades to high school status in the coming years.
Chief Minister Majhi emphasized the importance of accessibility, directing officials to provide free transportation for children in remote areas to ensure equitable access to quality education. "Our goal is to create an inclusive system where no child is left behind, regardless of their location," he stated during the meeting.

The initiative also focuses on holistic development. Schools will incorporate modern teaching methodologies, multidisciplinary learning, and vocational training to foster critical thinking and practical skills. Experiential learning programs, including hands-on projects and community engagement, will be prioritized to support well-rounded growth. To enhance educational outcomes, Majhi stressed improving the teacher selection process to ensure highly qualified educators are recruited.
In line with NEP 2020, the government aims to strengthen foundational learning by Class 3, emphasizing literacy, numeracy, and cognitive skills. Community involvement will be encouraged through active participation of parents, alumni, and local stakeholders, fostering a collaborative environment for student success.
Infrastructure development is a key pillar of the plan. Schools will feature modern classrooms, libraries, and activity centers to create conducive learning environments. The state also plans to integrate digital tools and smart classrooms to align with global educational trends.
This initiative reflects Odisha’s commitment to transforming its education landscape, ensuring that every child has access to quality learning opportunities. With a focus on inclusivity, innovation, and scalability, the Godavarish Mishra Model Primary Schools are set to become a cornerstone of the state’s educational progress.
