The government of Bihar has identified 54 colleges and institutions across the state to be upgraded into Centres of Excellence under the ‘Saat Nischay–3’ programme launched by Chief Minister Nitish Kumar. The initiative aims to strengthen higher education by transforming selected institutions into specialised academic hubs that focus on particular subjects and research areas.
According to N. K. Agrawal, Director of Higher Education in Bihar, the move is intended to improve academic quality and create subject-focused expert centres across the state. He said the government plans to develop some of Bihar’s most reputed colleges into institutions that specialise in specific disciplines, enabling them to deliver advanced teaching, research, and training in those areas.
Officials explained that each of the shortlisted institutions will be assigned a particular subject in which it will function as a centre of expertise. This approach is expected to encourage deeper academic focus, strengthen faculty capabilities, and improve the overall learning environment for students pursuing higher education in the state’s colleges and universities.

The Centres of Excellence programme is part of the state government’s broader strategy to modernise higher education infrastructure. Authorities plan to provide improved facilities, upgraded laboratories, enhanced digital resources, and specialised academic programmes to ensure that these institutions can deliver high-quality education and research opportunities.
The ‘Saat Nischay–3’ programme represents the third phase of Nitish Kumar’s development agenda, which focuses on key sectors such as education, employment, infrastructure, and social welfare. Strengthening the higher education system is considered a major priority under the initiative, particularly as Bihar seeks to expand opportunities for students within the state.
Education officials believe that the creation of centres of excellence will not only improve academic standards but also help retain talented students who often leave the state for higher studies elsewhere. By developing strong subject-based institutions, the government hopes to build a more competitive and research-orientated higher education ecosystem in Bihar.
