Manipur Chief Minister N Biren Singh on Thursday said addressing the concerns of displaced people would be the top priority of the newly formed state government, underscoring its commitment to restoring normalcy after months of ethnic violence and instability.
Speaking soon after assuming office, Singh said the government’s immediate focus would be on rehabilitation, resettlement and ensuring basic security for thousands of families who were forced to flee their homes during the unrest. He acknowledged the scale of displacement and said sustained efforts would be required to rebuild trust and confidence among affected communities.
The chief minister noted that many displaced persons are still living in relief camps under difficult conditions. He said the government would work to improve living facilities in the camps while accelerating plans for the safe return of families to their original villages. According to him, restoring livelihoods and access to education and healthcare would be central to the rehabilitation process.

Singh also stressed that peace and law and order were essential for any long-term solution. He said coordination with security agencies would continue to prevent further violence and ensure that displaced people can return home without fear. The government, he added, would also engage with civil society groups and community leaders to promote dialogue and reconciliation.
Manipur has witnessed prolonged ethnic clashes since last year, leading to deaths, widespread destruction of property and large-scale displacement. The violence has severely disrupted daily life, economic activity and governance in several districts, drawing national attention and repeated calls for political and administrative intervention.
Reiterating his government’s broader agenda, Singh said development and inclusive growth would resume only after stability is restored. He appealed to all sections of society to cooperate with the administration’s peace-building efforts, saying that resolving the humanitarian crisis of displaced people was not just a political responsibility but a moral obligation for the state.
