Kerala has been declared India’s first fully digitally literate state, Chief Minister Pinarayi Vijayan announced during a celebratory event in Thiruvananthapuram. Having already achieved total literacy, Kerala has now set another national milestone by ensuring every citizen is equipped with digital skills, solidifying its reputation as a pioneer in progressive governance.
The announcement marks the culmination of the ambitious Digi Kerala project, which has empowered residents across the state with the ability to navigate digital platforms confidently. Speaking at the event, Vijayan highlighted the launch of the project’s second phase, which will digitize essential citizen documents and integrate them with DigiLocker, making Kerala the first state to universally implement such a system. “This initiative ensures seamless access to services, transforming how citizens interact with government processes,” he said, emphasizing the state’s commitment to digital inclusivity.
The second phase of Digi Kerala also focuses on sustainability, with plans to train citizens in identifying and preventing cybercrimes and combating social media misuse. This proactive approach aims to create a digitally secure environment, equipping residents to safely engage with technology in an increasingly connected world.

Vijayan showcased the state’s digital infrastructure, noting that approximately 9,000 government services are now accessible online. The K-SMART platform further streamlines access, allowing citizens to obtain critical documents like birth and income certificates or file police complaints without visiting government offices. Non-resident Indians (NRIs) also benefit, as they can access these services remotely, eliminating the need for travel. “This is the real Kerala Story—a model of efficiency and empowerment,” Vijayan declared, earning applause from the audience.
The event featured a heartwarming moment when the chief minister connected via video call with 105-year-old Abdulla Moulavi from Ernakulam, a recent graduate of the digital literacy program. Moulavi’s achievement underscored the project’s inclusivity, reaching even the elderly. Vijayan also honored department officials with mementoes, recognizing their tireless efforts in making Digi Kerala a success.
This milestone positions Kerala as a trailblazer in India’s digital transformation, setting a precedent for other states. With its robust digital infrastructure and focus on education, Kerala is not just keeping pace with the digital age but leading it, ensuring no citizen is left behind in the march toward technological empowerment.
