Telangana Chief Minister A Revanth Reddy has announced that the Justice P C Ghose Commission’s 665-page report on the Kaleshwaram Lift Irrigation Scheme will be presented in the upcoming sessions of the Legislative Assembly and Legislative Council for an in-depth discussion. The decision was finalized during a cabinet meeting dedicated exclusively to the report, marking a significant step toward addressing alleged irregularities in the high-profile irrigation project. Speaking at a joint press conference with Irrigation Minister N Uttam Kumar Reddy on Monday, Reddy outlined the government’s commitment to transparency in handling the report’s findings.
The commission’s report, submitted to the government on July 31, directly implicates former Chief Minister K Chandrashekar Rao, holding him “directly and vicariously accountable” for widespread irregularities in the project. According to Uttam Kumar Reddy, who provided a detailed presentation to the media, the report reveals that critical decisions—such as site changes and administrative approvals for the Medigadda, Annaram, and Sundilla barrages—were made without cabinet approval, in clear violation of established business rules. The report also accuses 19 senior officials and engineers of contributing to the procedural and financial lapses that plagued the project from its conceptualization to execution.
Contradicting claims by KCR, former Irrigation Minister Harish Rao, and former Finance Minister Eatela Rajender, who insisted before the commission that all decisions had cabinet approval, the report exposes “rampant and brazen procedural and financial irregularities.” The commission’s findings highlight a systemic failure in oversight, describing the project as a “colossal waste of public money.” Chief Minister Reddy stressed that the government’s goal is not to pursue a political vendetta but to ensure accountability through a democratic process.

To this end, Reddy emphasized that tabling the report in the Assembly will allow all political parties to weigh in before any action is taken. This approach, he said, aims to foster transparency and ensure that decisions regarding the Kaleshwaram project’s fallout are made collectively. As Telangana prepares to debate the report’s findings, the revelations have sparked widespread attention, raising questions about accountability and governance in one of the state’s most ambitious infrastructure projects.
