Jammu and Kashmir has achieved a major milestone in literacy under the Union government’s Understanding Lifelong Learning for All in Society (ULLAS) scheme, with Lieutenant Governor Manoj Sinha announcing that the Union Territory has reached a 99.09 per cent literacy success rate. He said the achievement places Jammu and Kashmir among the fully literate states and Union Territories in the country and represents a significant step in expanding educational access.
Congratulating teachers, administrators and other stakeholders involved in the initiative, Lieutenant Governor Manoj Sinha said the achievement reflected collective efforts towards strengthening education. He described education as the strongest tool for empowerment and emphasised that continued focus on learning opportunities would remain essential for social and economic development.
The ULLAS scheme, also known as Understanding Lifelong Learning for All in Society, is a central government initiative aimed at improving literacy among adults aged 15 years and above who were unable to receive formal education. The programme focuses on foundational reading, writing and mathematics skills while also promoting awareness about financial services, digital tools, legal rights, healthcare and employment-related opportunities.

Implemented through community participation and volunteer support, ULLAS uses digital platforms such as mobile applications and the DIKSHA Portal for learner registration, educational resources and assessments. The scheme also provides opportunities for continuing education through school-equivalent learning programmes and courses in different subjects, helping adults develop skills beyond basic literacy.
Under the programme, the government has set a target of reaching five crore adult learners between 2022 and 2027. The initiative aims to support one crore learners annually by focusing on individuals aged 15 years and above who missed opportunities for formal schooling. A state or Union Territory is considered fully literate after achieving a literacy rate of 95 per cent or above under the scheme’s benchmark.
Jammu and Kashmir’s achievement follows similar milestones by other regions under ULLAS, with Mizoram, Goa and Tripura also being recognised for attaining full functional literacy. The latest milestone in Jammu and Kashmir highlights the role of adult education programmes in improving learning access and strengthening community participation in the country’s literacy mission.
