India has taken a firm stand against the European Union’s latest sanctions targeting Russia’s energy sector, with Foreign Secretary Vikram Misri denouncing “double standards” in global energy policies. Speaking at a media briefing ahead of Prime Minister Narendra Modi’s visit to the UK and Maldives, Misri emphasized that energy security is India’s top priority, particularly in light of new EU restrictions impacting the Vadinar refinery in Gujarat, where Russia’s Rosneft holds a 49.13% stake.
The EU’s 18th sanctions package, announced on July 18, bans imports of refined petroleum products made from Russian crude in third countries and lowers the oil price cap from $60 to $47.6 per barrel. These measures target Nayara Energy’s Vadinar refinery, a key player in India’s fuel exports. Misri called for a “clear-eyed” view of the global energy market, stressing the need to recognize energy suppliers and consumers without bias. “We will do what we need to ensure energy security for 1.4 billion Indians,” he asserted.
India, which now imports 35% of its oil from Russia despite Western sanctions over the Ukraine conflict, swiftly rejected the EU’s measures. The Ministry of External Affairs labeled them unilateral, arguing they disrupt India’s energy stability while European nations indirectly benefit from Russian energy. Misri acknowledged Europe’s security concerns but highlighted that other nations, including India, face “existential” challenges, urging a balanced approach to energy trade.

The sanctions threaten Nayara’s diesel and petrol exports to Europe, potentially raising fuel prices in India. However, experts suggest India could leverage lower Russian crude prices, with imports rising from 1.8 million barrels per day in 2024 to an estimated 2.2 million in 2025. Rosneft called the sanctions “illegal,” noting Nayara’s profits are reinvested in India.
As Modi prepares to discuss bilateral ties with UK Prime Minister Keir Starmer, energy security is expected to be a key topic. Misri’s remarks signal India’s resolve to protect its energy interests amid growing geopolitical tensions.
