The University of Delhi has issued strict new guidelines for organising events across its colleges, making prior approval from competent authorities mandatory and warning of disciplinary action for any violations.
In a directive released on March 23, the university stated that no event can be conducted without formal permission. Colleges have been instructed to submit detailed proposals in advance, including information on speakers or participants, the nature and duration of the event, and sources of funding—signalling a push for greater transparency in campus activities.
The guidelines also extend to logistical arrangements. The use of loudspeakers, public address systems, and other event-related infrastructure will now require separate approvals. Institutions have been directed to ensure that such events do not disrupt regular academic functioning.

Placing accountability squarely on organisers, the university said they will be responsible for maintaining law and order and preventing any untoward incidents during events. It also emphasised stricter monitoring of outsider entry, citing security concerns and the need for better crowd control.
The move follows a series of recent incidents on campus, including protests near the arts faculty that turned violent, overcrowding during college festivals that required police intervention, and controversies over unauthorised use of campus spaces. There were also demonstrations by School of Open Learning students over exclusion from a job fair, highlighting administrative challenges.
Citing these developments, the university has made it clear that “any deviation” from the new rules will invite strict disciplinary action, signalling a zero-tolerance approach towards violations and an effort to enforce tighter control over campus activities.
