The Delhi government has expanded its time-bound public service delivery framework by bringing 23 additional services under the Delhi Right of Citizens to Time-Bound Delivery of Services Act, 2011, Chief Minister Rekha Gupta announced on June 22. The move is aimed at improving administrative efficiency and reducing delays in accessing government approvals and services.
The Chief Minister said the initiative is designed to benefit both citizens and the business community, including sectors such as industry, trade, hospitality, tourism, construction, and other service-based enterprises. She added that the objective is to ensure that essential government services, including licences, registrations, approvals, and No Objection Certificates (NOCs), are delivered within fixed timelines.
According to the government, the reform is expected to significantly reduce the need for repeated visits to offices and minimise procedural delays that often slow down administrative processes. Gupta emphasised that the time-bound service delivery system will strengthen accountability within departments while safeguarding the rights of citizens seeking public services.

She further stated that the initiative aligns with broader national efforts to improve the Ease of Doing Business under the leadership of Prime Minister Narendra Modi. The Delhi government, she said, is working to build a more efficient ecosystem for startups, industries, and commercial establishments by streamlining approval mechanisms and reducing processing time across departments.
As part of the updated framework, several departments have introduced strict timelines for service delivery. Factory plan approvals under the Labour Department will now be completed within 15 days, while registration under the Shops and Establishments Act will be processed in a single day. Sewerage connections from the Delhi Jal Board will be issued within 15 days, and film shooting permissions from the tourism authority will also be granted within the same timeframe.
Other key services include electricity meter applications to be processed within 60 days, battery waste management authorisations issued within 15 days by the Delhi Pollution Control Committee, and various municipal and infrastructure-related permissions ranging from 30 to 60 days. The government said the reforms are part of a broader push to modernise governance and improve service delivery efficiency across Delhi’s administrative system.
