Chief Justice of India (CJI) Surya Kant on Saturday underlined the critical importance of strengthening judicial infrastructure to meet the demands of a rapidly evolving legal system. Speaking in Bihar, he said capacity building is essential to address challenges arising from a growing population, increasing litigation, and disputes of rising complexity.
Justice Kant was addressing dignitaries during a two-day visit to the state after laying the foundation stone for seven major infrastructure projects at the Patna High Court. These projects include an ADR building and auditorium, IT and administrative blocks, a multi-level parking facility, a hospital, residential quarters for staff, and an annexe for the Advocate General’s office.
Describing Bihar as a land deeply rooted in India’s civilisational and moral traditions, the CJI said the state has long embodied the principles of ‘nyaya’ as a lived value shaped by empathy, responsibility, and social harmony. He emphasized that modern justice systems must be built upon this legacy while adapting to present-day realities.

Justice Kant explained that institutional capacity forms the backbone of an effective judiciary. He likened a modern administrative block to the nervous system of a court, enabling smooth functioning, accountability, and efficiency in judicial administration.
Highlighting technological transformation, the CJI said the new IT building would help courts transition from paper-heavy systems to digitally enabled, data-driven, and user-centric institutions. He added that the ADR building and auditorium would promote dialogue, learning, and stronger collaboration between the Bar and the Bench.
The CJI also emphasized the importance of a hospital within court premises, stating that justice is delivered by human beings, not machines. He noted that integrating healthcare reflects the belief that well-being is integral to justice. On the occasion, Justice Kant also launched the e-ACR Nyaya application to modernize the filing and processing of annual confidential reports through a digital platform.
