Raising concerns over administrative challenges and declining revenues, Chandigarh Mayor Saurabh Joshi has written to Punjab Governor and UT Administrator Gulab Chand Kataria, seeking urgent intervention to improve the functioning of the Municipal Corporation (MC).
In his communication, the mayor highlighted several governance issues, many of which had already been raised during a recent Advisory Council meeting. He noted that with the city’s growing population and the MC’s jurisdiction now covering the entire Chandigarh area, the workload across departments has increased significantly.
Key sectors affected include solid waste management, vendor regulation, taxation, public grievance redressal, and village administration. The mayor emphasised that these expanding responsibilities are putting additional pressure on the existing administrative framework.

Highlighting a shortage of senior officers, Joshi pointed out that the corporation currently has only two HCS/PCS/DANICS officers, compared to the earlier norm of three. He warned that this shortfall is impacting decision-making processes and slowing down service delivery across departments.
The mayor has urged authorities to ensure adequate deputation of officers to meet the city’s growing administrative needs. He stressed that strengthening the workforce is essential to maintain efficiency and responsiveness in civic governance.
Additionally, Joshi pressed for expediting Chandigarh’s inclusion under the 6th Delhi Finance Commission, a proposal currently pending with the Ministry of Home Affairs. He noted that such a move could help address financial constraints and support better urban management in the Union Territory.
