Congress president Mallikarjun Kharge declared on Monday that a Mahagathbandhan government is now inevitable in Bihar and will immediately roll out transformative guarantees to end two decades of misrule. Speaking one day before the final phase of polling, Kharge promised to halt mass migration, illuminate the future of the youth, and deliver social justice to every marginalized community across the state.
The opposition INDIA bloc, led by RJD’s Tejashwi Yadav as chief ministerial face, has unveiled an ambitious 20-point manifesto that includes a government job for every household, ₹2,500 monthly aid to women, free electricity up to 200 units, and gas cylinders at ₹500. Congress general secretary Jairam Ramesh emphasized that these pledges will be implemented the moment the alliance assumes power.
Reservation reforms form a cornerstone of the plan, with proposals to hike EBC/EWS quotas from 20% to 30%, SC from 16% to 20%, and ST from 1% to 2%. Special courts for swift justice in SC/ST atrocity cases, a new law against EBC harassment, and land leases for collective farming among the landless are also assured, alongside constitutional protection for the 50% reservation cap via the Ninth Schedule.

Empowering women and workers features prominently, with ₹30,000 monthly salaries for Jeevika Didis, ₹3,000 pensions for the disabled, ₹1,500 for seniors, and free bus travel statewide for women. Farmers will receive guaranteed MSP and 24-hour free power, while government employees regain the Old Pension Scheme. Journalists get hostels and treatment, lawyers secure ₹10 lakh life and ₹15 lakh health insurance.
With polling concluding Tuesday and results due November 14, the Mahagathbandhan is banking on these populist promises to dismantle the NDA’s grip. Kharge concluded that Bihar stands at a historic turning point, ready to reclaim its glory through equity, employment, and empowerment for all sections of society.
