Telangana has sparked national attention with a bold move Chief Minister A Revanth Reddy met Congress president Mallikarjun Kharge and MP Rahul Gandhi to showcase the state’s recommendation for a 42% reservation for Other Backward Classes (OBCs), calling it a new era in the fight for social justice.
Joined by Deputy Chief Minister Mallu Bhatti Vikramarka, Telangana Congress chief Bomma Maheshkumar Goud, AICC in-charge Meenakshi Natarajan, and other top leaders, Reddy highlighted how Telangana’s “scientific and data-driven” caste survey is setting the tone for Social Justice 2.0 — a Congress-led national campaign for greater inclusion of SC, ST, and OBC communities.
Congress president Mallikarjun Kharge hailed the Telangana model as a “blueprint for the nation” and emphasized the glaring disparities in India’s power structures.

“Our relentless movement for equity, led by Rahul Gandhi, is giving a voice to SC, ST, OBC, and EWS groups long sidelined from the judiciary, bureaucracy, and academia,” Kharge posted on X. He cited shocking data from Parliament revealing 80% of OBC and 83% of ST teaching posts in Central universities remain vacant.
Kharge reiterated the party’s demand for a nationwide caste census and removal of the 50% reservation cap — a constitutional ceiling that blocks expansion of quotas despite overwhelming need. He praised Telangana’s initiative as “groundbreaking,” noting that the state’s proposed 42% OBC quota in education and local body elections awaits Presidential assent.
The proposal is based on findings from a socio-economic survey conducted by an Independent Expert Working Group, chaired by former Supreme Court Justice B. Sudarshan Reddy.
“This effort shows what true social justice looks like,” Kharge added, expressing gratitude to the Telangana government and Congress leaders involved.
Later in the evening, CM Reddy and his team are expected to present their caste census model to Congress MPs at Indira Bhawan — a move that could influence the party’s national strategy ahead of upcoming elections.
