The central government has notified the Baggage Rules, 2026, introducing a revised framework aimed at simplifying customs procedures for international passengers while enhancing duty-free allowances. Alongside the new rules, the government has also issued the Customs Baggage (Declaration and Processing) Regulations 2026 and a Master Circular, according to an official press release.
A key change under the new rules is the enhancement of the general duty-free allowance, which has been increased to ₹75,000. The framework also introduces simplified provisions for the import of commonly carried items, including laptops, jewellery, and pets. Under the revised norms, passengers above the age of 18 will be allowed to import one laptop duty-free, while clearer rules have been laid out for jewellery allowances and the import or re-import of pets.
The updated rules also expand benefits related to the transfer of residence, allowing eligible passengers greater flexibility when relocating to India. In addition, new provisions have been introduced for the temporary import and re-import of goods, which are expected to benefit frequent international travellers, professionals, and returning residents.

According to the government, the revised baggage framework focuses on reducing detention at airports, increasing transparency, and adopting digital and simplified processes. The rules are designed to enable electronic and advanced declarations, which officials say will help ensure smoother and faster customs clearance for passengers arriving in the country.
The government said the changes were formulated in consultation with key stakeholders, including various ministries and airport operators, and based on feedback from passengers. The revisions are intended to align baggage regulations with evolving economic conditions, rising international travel volumes, and changing passenger expectations.
Officials believe the Baggage Rules, 2026, will significantly improve passenger facilitation while maintaining necessary regulatory oversight. The new framework is expected to make customs procedures more user-friendly and efficient, marking a shift towards a more modernised and passenger-centric approach to baggage handling at Indian airports.
