The Kerala government is set to table a white paper on the state’s financial condition in the legislative assembly on Thursday, a move expected to spark a major political debate over fiscal management during the previous administration. Chief Minister VD Satheesan, who also holds the Finance portfolio, is scheduled to present the document after the Question Hour.
The White Paper is expected to provide a detailed assessment of Kerala’s current financial position, including the state’s debt burden, revenue performance, expenditure patterns, and alleged financial leakages. Government sources indicated that the document has been prepared following an extensive review of the state’s finances and is intended to offer a comprehensive picture of fiscal challenges facing the government.
The report was prepared by a committee headed by KM Chandrasekhar and is expected to examine financial decisions taken over the past decade. According to sources, the document will review tax collection mechanisms, utilization of central government funds, revenue leakages, and expenditure trends, while also identifying areas where financial management may have fallen short.

A key focus of the report is likely to be expenditure carried out through the Kerala Infrastructure Investment Fund Board. The White Paper is expected to examine allegations related to out-of-budget borrowing and fund diversions through the infrastructure financing agency. These findings could place several financial decisions of the previous government under increased scrutiny.
The move also fulfills a major promise made by the United Democratic Front (UDF) during the Assembly election campaign. After assuming office, Chief Minister Satheesan had announced that his government would conduct a detailed review of Kerala’s fiscal health and present its findings publicly. The White Paper is therefore being viewed not only as a financial assessment but also as a politically significant document.
The presentation is expected to intensify exchanges between the ruling government and the Opposition in the Assembly. Alongside discussions on the White Paper, legislators are also expected to debate issues including welfare pension delays and the appointment of a relative of power minister Sunny Joseph to his personal staff. The government is likely to face questions from opposition members on both financial and administrative matters during the session.
