In a late-night raid on April 7, 2025, the Economic Offences Unit (EOU) of Bihar Police arrested Ravi Bhushan, the mastermind behind the Community Health Officer (CHO) exam paper leak, in Patna’s Kankarbagh area.
Acting on a tip-off, the EOU nabbed Bhushan and his associate Shashiranjan, alias Happy, from a hideout in Bhagwatnagar, capping a four-month investigation sparked by the Bihar State Health Society’s cancellation of the December 1, 2024, online exam due to widespread irregularities.
Bhushan, a resident of Mubarakpur in Nalanda, allegedly ran a high-tech scam using proxy servers and unauthorized software. Manavjit Singh Dhillon, DIG of EOU, revealed that Bhushan, with henchman Aditya Kumar and brothers Avadh and Bharat Bhushan, bribed exam center staff to rig the system.
Two days before the exam, during a mock test, they installed software on main servers, linking them to proxy servers for remote access. A “solver gang” then answered questions for candidates, who shelled out Rs 4-5 lakh each for the illicit advantage.
The raid, led by DSP Sanjeet Kumar Sinha, recovered three cellphones from the duo. Interrogation exposed the scam’s reach across multiple Patna exam centers. The arrests signal a major win for Bihar’s fight against recruitment fraud, with the EOU still pursuing other accomplices. Bhushan’s web of deceit has been torn apart—justice, it seems, moves fast.
