Delhi Police arrested 27-year-old Rizwan, a key associate of Dubai-based kingpin Amir Pasha, for allegedly operating a racket stealing luxury vehicles across Delhi-NCR, officials said on Saturday. The Bulandshahr native was apprehended from his Chand Bagh hideout during the night of September 3-4.
Rizwan, recruited by Pasha, collaborated with his stepfather Taj Mohammad (previously arrested) and Meerut's Afzaal to target high-value cars using sophisticated tools like OBD scanners and key-programming devices to bypass security systems and create duplicates. The gang reportedly sold the stolen vehicles as directed by Pasha, channeling proceeds to Dubai.
Recoveries from Rizwan include two SUVs—one stolen from Maurya Enclave on August 21 and another from Rani Bagh on September 3—along with duplicate remote keys and an OBD scanner. A repeat offender, Rizwan faces prior charges in four cases of auto theft and burglary at Adarsh Nagar, Vivek Vihar, and Sarai Rohilla stations.

Deputy Commissioner of Police (Crime Branch) Sanjeev Yadav revealed Pasha has been enlisting members from Delhi, western Uttar Pradesh, and beyond for the operation. To date, nine suspects have been arrested, with 17 stolen cars recovered.
Investigations continue to uncover absconding members and dismantle the syndicate's extensive network, which exploits advanced tech for theft and resale, police added.
