Prime Minister Narendra Modi on Wednesday described the abrogation of Article 370 and Article 35(A) as a “decisive new chapter” in the history of Jammu and Kashmir and Ladakh, marking seven years since the Union government introduced major constitutional changes related to the erstwhile state. He said the move had led to significant transformation in areas including infrastructure, education, healthcare and opportunities for various sections of society.
On August 5, 2019, the Union government tabled legislation in Parliament to reorganise the former state of Jammu and Kashmir into two Union Territories — Jammu and Kashmir and Ladakh — while also making changes to the provisions that granted special status to the region.
The decision effectively ended the special constitutional provisions associated with Article 370 and Article 35(A). Sharing his remarks on social media platform X on Wednesday, Prime Minister Modi said, “Seven years ago, on this day, Articles 370 and 35(A) became history, marking a decisive new chapter in the journey of Jammu and Kashmir as well as Ladakh.” He highlighted the government's view that the changes had brought greater integration and development opportunities to the region. The Prime Minister said that since the 2019 decision, the lives of people in Jammu and Kashmir and Ladakh had witnessed “wide-ranging transformation”.
He pointed to the expansion of infrastructure and increased opportunities in sectors such as education, healthcare, entrepreneurship and sports as key developments following the constitutional changes. Modi also said that the full implementation of the Constitution of India had helped empower communities that had allegedly been denied certain constitutional rights for decades. He specifically mentioned women and marginalised sections, stating that they had benefited from the extension of constitutional provisions to the region. The abrogation of Article 370 has remained one of the most significant and debated decisions of the Modi government.

Supporters of the move have argued that it promoted national integration, improved governance and enabled equal application of central laws in Jammu and Kashmir. They have also pointed to increased development initiatives and investment opportunities as outcomes of the decision. However, political parties and groups opposing the move have continued to raise concerns over the process through which Article 370 was removed and the subsequent reorganisation of Jammu and Kashmir. Critics have questioned the impact of the decision on regional identity, political representation and constitutional procedures.
The constitutional changes in 2019 were followed by several administrative measures, including changes in governance structures, security arrangements and implementation of central laws in the Union Territories. The Supreme Court later upheld the government's decision in a landmark judgment in December 2023, ruling that the constitutional steps taken by Parliament were valid. Since the reorganisation, the government has focused on development projects, connectivity initiatives and efforts to promote tourism and investment in Jammu and Kashmir and Ladakh. Authorities have highlighted improvements in road networks, infrastructure expansion and increased economic activity as indicators of progress.
The seventh anniversary of the abrogation comes amid continued political discussions over the future administrative and political status of Jammu and Kashmir. The region has also witnessed efforts towards restoring electoral processes, with debates continuing over governance, development and representation. Prime Minister Modi’s remarks reflect the government’s position that the 2019 decision was a turning point that brought greater constitutional uniformity and development opportunities. The issue, however, remains a subject of political debate, with supporters and critics offering sharply different assessments of its impact on the region.
