Goa, a cinematic gem since the 1960s with its picturesque beaches and colonial charm, is set to revolutionize film production with a single-window online clearance system launching September 1, officials announced. The initiative, led by the Entertainment Society of Goa (ESG), aims to simplify the previously cumbersome permission process, cementing the state’s status as a top filming destination for Indian and international productions.
From iconic films like Bobby and Trishul in the 1970s to modern classics such as Dil Chahta Hai and Dear Zindagi, Goa’s scenic landscapes and vibrant culture have starred in countless movies. The new film facilitation portal, accessible at www.esg.co.in, will allow filmmakers to apply for all necessary permissions online, replacing the need for physical applications. “This transparent single-window system will attract more filmmakers to Goa,” said ESG vice chairperson Delilah Lobo, highlighting its launch on PTI Videos.
Line producer Dilip Borkar, who has worked on over 700 films since Agneepath (1990), praised the move by Chief Minister Pramod Sawant, noting it will eliminate the hassle of securing no-objection certificates (NOCs) from multiple departments. “Shooting in places like Margao or Canacona required hours of travel for permissions. This portal will save time and effort,” Borkar said, referencing his work on films like Honeymoon Travels and Finding Fanny.

Similarly, line producer Akash Borkar, involved in projects like Radhe and Devara, emphasized that the portal will reduce red tape by streamlining approvals from tourism, forest, and other authorities. “This is a game-changer for the industry,” he said, expressing excitement for the GEST system, the online software powering the portal. The initiative is expected to boost Goa’s appeal, drawing more filmmakers to its shores.
