India is set to revolutionize its legislative processes with the National e-Vidhan Application (NeVA), as a high-powered committee of secretaries will be formed to accelerate its rollout across all state assemblies. The decision emerged from a landmark National Conference on NeVA held in New Delhi on Thursday, attended by over 100 delegates from central and state legislatures. The conference, addressed by Parliamentary Affairs Minister Kiren Rijiju and Minister of State L Murugan, culminated in the adoption of the New Delhi Resolution on NeVA, committing to swift implementation, enhanced capacity building, and the integration of cutting-edge technologies.

Under the resolution, the committee will oversee the digitization of legacy records, the adoption of artificial intelligence for legislative workflows, and the exploration of a National Legislative Digital Index to streamline access to laws and debates. Currently, 28 state legislatures have signed MoUs with the Ministry of Parliamentary Affairs for NeVA, with 20 already live on the platform. This digital shift enables lawmakers to participate seamlessly in house proceedings, access records instantly, and conduct paperless sessions, marking a significant leap toward transparency and efficiency.

Minister Rijiju emphasized that a "robust legislative process is vital for parliamentary democracy," noting that while the executive and judiciary have embraced digital transformation, legislatures are rapidly catching up. He highlighted NeVA’s role in empowering members with real-time tools and smoother access to historical data. Minister Murugan, in his closing remarks, described NeVA as a unified digital ecosystem that will connect every state assembly, fostering collaboration and modern governance.

The push for NeVA aligns with India’s broader digital governance agenda, reducing paperwork, cutting costs, and minimizing delays in lawmaking. As the secretaries’ committee takes charge, NeVA is poised to transform India’s 4,000+ state lawmakers into a fully digital force.

With full implementation targeted soon, NeVA could set a global benchmark for e-parliaments, ensuring faster laws, accountable debates, and a tech-savvy democracy—heralding a new era where tradition meets innovation in India’s legislative halls.
