Uttar Pradesh Chief Minister Yogi Adityanath on Sunday called upon police officers and personnel to fully embrace Prime Minister Narendra Modi’s vision of “Smart Policing” as a guiding principle in their professional lives. Addressing the Senior Police Officers Conference, Police Manthan-2025, in Lucknow, the Chief Minister underlined the need for a policing system that is strict yet sensitive, modern yet mobile, and alert while remaining accountable.
Quoting the Prime Minister’s vision, CM Adityanath described smart policing as being reliable, responsive, technology-savvy, and well-trained. He stressed that these qualities must not remain theoretical concepts but should be internalised by every police officer. According to him, such an approach is essential to build public trust and ensure effective law enforcement in a rapidly changing social and technological landscape.
The Chief Minister congratulated the Uttar Pradesh Police for strengthening the rule of law in the state. He said that improved law and order has significantly enhanced the sense of security among citizens, especially when compared to the atmosphere of insecurity that prevailed earlier. However, he cautioned that continuous upgradation and preparedness are necessary to sustain these gains.

Highlighting the importance of the two-day conference, CM Adityanath said the deliberations would play a key role in achieving the goals of PM Modi’s “Vision 2047 – Developed and Self-Reliant India.” He noted that the roadmap prepared during the sessions would help define the future of a modern, sensitive, and effective policing system. He also proposed making Police Manthan an annual event.
The Chief Minister said that ideas and experiences shared by around 55 speakers across 11 sessions would serve as a milestone in transforming the Uttar Pradesh Police into a technology-enabled, people-centric force. He lauded the Director General of Police and all participating personnel for making the conference meaningful and productive.
CM Adityanath also spoke about ongoing reforms, including infrastructure upgrades and welfare initiatives. He highlighted the replacement of old barracks with high-rise residential buildings, reconstitution of long-pending police lines, and strengthening of PAC battalions, including all-women units. Emphasising women’s safety, he advocated providing scooters to women beat officers under Mission Shakti to enhance mobility and effectiveness, calling it a pressing need of the time.
