Prime Minister Narendra Modi on Saturday chaired the fifth meeting of the National Conference of Chief Secretaries in New Delhi, bringing together top bureaucrats from across the country to deliberate on governance reforms and development priorities. The conference, being held at Bharat Mandapam, aims to strengthen cooperation between the Centre and states to drive India’s overall growth.
Sharing details on social media platform X, the Prime Minister said the discussions were “insightful” and focused on improving administrative efficiency through reforms and performance-based governance. He emphasised the need for a responsive and future-ready administrative system to meet India’s evolving developmental challenges.
This year’s conference is centred on the theme ‘Human Capital for Viksit Bharat’, reflecting the government’s focus on people-centric development. Multiple sessions have been scheduled to deliberate on early childhood education, schooling, skill development, higher education, and the role of extracurricular activities in nurturing well-rounded human resources.

In addition to education and skilling, the conference is also addressing critical areas such as deregulation at the state level, greater use of technology in governance, and the implementation of flagship initiatives under the Atmanirbhar Bharat programme. These discussions are aimed at reducing bureaucratic bottlenecks and improving service delivery across sectors.
The event is being organised by NITI Aayog in collaboration with various Union ministries and state governments. It serves as a platform for sharing best practices, identifying policy gaps, and fostering cooperative federalism through continuous Centre-state engagement.
Officials said the outcome of the conference is expected to be a common roadmap for harnessing India’s human capital and strengthening governance structures. The recommendations emerging from the deliberations are likely to play a key role in shaping policy implementation as India moves towards its goal of becoming a developed nation.
